seeking a Disability Digital Access Coordinator! This is a fantastic

The Position

The City of Portland is committed to ensuring that all our digital content
and communication can be accessed by all Portlanders. on January 29, 1991,
the City Council unanimously adopted Resolution No. 34945 which affirmed
that all City programs, services, and activities are accessible to people
with disabilities both in the community and employed by the City.
This position ensures our content meets these standards. The Disability
Digital Access Coordinator will be the City-wide subject matter expert and
advisor on accessible digital content and communication. The Disability
Digital Access Coordinator helps to facilitate better City-wide compliance
to ADA Title II by ensuring city bureaus are delivering communication,
content, and service that is effective and usable for people with
disabilities.
The Disability Digital Access Coordinator works towards the goal of
inclusive and compliant communication with the person with disability
community by conducting training and educational events for City employees
to learn more about creating accessible content; testing web content,
documents, software, and hardware for compliance; auditing websites,
published communications; providing consultation to Bureaus on how to make
their digital content accessible. The Disability Digital Accessibility
Coordinator will also collaborate on a establishing City-wide digital and
communication policy and will make progress reports to City Council once a
policy is established.
The primary responsibilities of this position are:
- Conduct digital accessibility training for all city bureaus and bureau
contractors who are communicating with the at-large public.
- Ensure City compliance with state and federal laws, policies, and
regulations, pertaining to digital accessibility and communication outlined
in ADA Title II and 508 of the Rehabilitation Act.
- Monitor regulatory changes.
- Establishes City-wide digital and communication policy along with
evaluation tool and reports on bureaus progress in implementing and
compiling with policy.
- Works closely with ADA Title II Policy Analyst to incorporate tracking
of digital and communication Admin Rules and policies into The Self
Evaluation Plan.
Secondary responsibilities include:
- Provide technical assistance to bureaus around making all digital
content and public communication accessible. Including testing web and
document content.
- Partners with BTS and other bureaus in testing and the purchasing of
hardware and software that is accessible to both the public and City
employees with disabilities.
- Partners with BHR to support the Model Employer Policy by ensuring
people with disabilities who have difficulty accessing digital content and
programs have the access they need to perform their jobs.

Work Location
Currently, many positions with the City of Portland are being performed
remotely due to COVID-19. In the future, current positions classified as
“full-time remote” could: 1) remain full-time remote, 2) become a
remote/onsite mix, 3) revert to full-time at a city work location. As the
situation evolves, the exact work location of the position in this
recruitment may change based upon leadership direction and approval.
To Qualify
*Applicants must specifically address and demonstrate in their supplemental
question responses and resume how their education, training, and/or
experience, meets each of the following minimum qualifications:*
1. Experience with creating accessible digital content across multiple
platforms.
2. Knowledge of the 508 Rehab Act, ADA Title II and WCAG standards and
the ability to create content that is accessible in the framework of those
laws and standards.
3. Ability to test and evaluate digital compliance with the 508 Rehab
Act, ADA Title II, and WCAG standards.
4. Ability to train multiple learning styles on making accessible
content across multiple platforms.
5. Direct experience and/or work experience with people who have
disabilities that impact their ability to receive mainstream communication.
