[Athen] ATN Replacement Check-in

There's been some progress but we're not out of the woods yet. A new host
has been found and they are beginning the process of setting up the
database. Simultaneously, publishers are reaching out to CIDI with requests
for files to transfer to the new database.

There is some additional programming work that needs to be done, as well as
testing. I don't have an exact ETA on the final product but publishers are
continuing to encourage AAP to push for an early Beta.

In the meantime, Macmillan books can be requested directly at
webaccessibility at macmillanlearning.com to make a request. I think AHEAD
started a database of publisher contacts for sourcing titles too, but I'm
not sure where that lives.

I'm wondering if anyone has heard any news regarding ATN or a potential
