If it was to fit on to one sheet, it would be tiny, tiny font to include the needed information.

Or perhaps it would say:

Do not use PDF files, use html instead.
Describe meaningful images using Alternative text
Use proper heading structure in documents and websites
And so on with each of those being a hyperlink on the one pager that takes the user to a detailed, step-by-step process page.
