Marquis Bullock is a Fiscal and Policy Analyst for the City of Seattle Budget Office, where he manages a portfolio that includes the Seattle IT Department and Coronavirus-related relief funds. His work focuses on ensuring efficient and equitable allocation of public resources to support the city's policy goals. Marquis holds a BA in History from the University of Washington, as well as a Master of Arts in International Studies and a Master of Science in Information Management. His professional interests center on advancing effective policies that address the needs of local communities.

Mary Cho is an Air Resource Associate at Puget Sound Clean Air Agency (PSCAA), where she leads regional clean transportation initiatives. Prior to joining PSCAA, Mary managed state broadband infrastructure grants as an Economic Development Assistant at the City of Federal Way. Mary also served as a Committee Assistant on the Washington State Senate Ways and Means Committee, supporting the state's operating and capital budget development. She has international experience as an Internal Audit Consultant at Habitat for Humanity in South Korea, and as an intern at the United States Agency for International Development (USAID). While she was a student at the University of Washington's Jackson School of International Studies, Mary interned for the United States Senate, and the DC-based NGO Food for the Hungry.

Robbie Cunningham Adams is a Senior Management Analyst with the City Manager's Office of the City of Mercer Island, where he has focused on policy development, program implementation, and City Council relations since 2022. A 2015 graduate of the Jackson School of International Studies, Robbie began his career in refugee and immigrant social services with World Relief as a caseworker and volunteer coordinator before transitioning to PATH's global health initiatives. At PATH, Robbie was a program assistant with the Devices & Tools team focusing on developing low-cost tools for maternal and infant health. These diverse experiences inspired his pivot to local government as a key nexus for building resilient and strong communities, leading him to earn a Master's in Public Administration from the University of Washington's Evans School in 2022, specializing in public financial management.

Rustam (Russ) Goychayev is a team lead and a nonproliferation policy analyst in the Nuclear, Chemical and Biological Technologies group of the National Security Division at Pacific Northwest National Laboratory (PNNL). He oversees and contributes to a variety of projects in the nonproliferation field, such as International Atomic Energy Agency (IAEA) safeguards, data analytics, export controls, and cyber policy. Before joining PNNL, Russ worked as an international trade analyst at Microsoft, addressing trade and export control issues related to Russia and Iran sanctions. He has also held various roles within the Washington State Legislature and holds a master's degree in International Studies from the Jackson School of International Studies at the University of Washington. Russ is fluent in Russian and is passionate about the national security mission and public service.
